CITY OF LIVONIA ANNUAL ACTION PLAN

2024-2025 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

Public Notice

The City of Livonia is preparing the CDBG Annual Plan 2024 – 2025, proposed use of funds, in anticipation of receiving an estimated $321,042 and $561,000 in potential unprogrammed funds.

PROPOSED USE OF CDBG AND HOME FUNDS

CDBG funds (estimated $321,042; program income $561,000):

· Rehabilitation Projects - $212,684

· Property Acquisition/Rehabilitation - $140,564

· Public Service activities:

- Mental Health Counseling Program - $2,000

- First Step – Domestic Violence Program - $25,000

- Emergency Utility Assistance Program - $5,000

- Economic Development -$15,000

- Food Pantry -$10,000

· Maintain/Manage City-Owned Rental Homes - $49,794

· Neighborhood Revitalization Initiative - $200,000

· Public Facilities Improvement/Maintenance -$76,000

· Fair Housing Initiative - $6,000

· Overall Grant Administration - $140,000

Other Program Administration:

· Housing Voucher Program; Family Self-Sufficiency Program

· Silver Village and Newburgh Village Senior Housing

· McNamara Towers Public Housing

· Referrals for low income, homeless and special needs persons for shelter, foreclosure prevention and other services

· Transportation services for seniors

Funds received less than anticipated will reduce projects:

CITIZEN PARTICIPATION

Public Hearings: April 4, 2024, 5:00 p.m., Silver Village (33780 Lyndon, Livonia MI 48154); April 10, 2024, 5:00 p.m., Housing South (10800 Farmington Rd. Livonia, MI 48150). Copies of the 2024-25 Annual Action Plan are available for review, by appointment, between the hours of 8:30 a.m. – 4:00 p.m., Monday through Friday, at the Livonia Housing Commission Community Development Office located at 33780 Lyndon, Livonia MI 48154. Written comments regarding the 2024-25 Annual Action Plan should be emailed to: CDBGComments@livonia.gov. Comments will be received for a period of not less than 30 days, but not after 4:00 p.m. April 26, 2024. The Action Plan will be submitted to the U.S. Department of Housing and Urban Development on or about May 5, 2024.
