New Residential or Commercial Construction
When you are ready to build a new home or business, we understand the to-do list can be daunting. One of the initial steps is the application process. Below are the various applications that will pertain to your needs in addition to other helpful resources and contact information.
Residential New Construction
- In order to provide utility services for new home construction, NBU requires the Residential New Home Construction Packet to be completed.
- To obtain a ⅝’’ irrigation meter, NBU requires the Residential Irrigation Application Packet to be completed.
- To set up utility services for your manufactured or mobile home, NBU requires the Manufactured/Mobile Home Application Packet to be completed.
Commercial New Construction
- To set up utility services for commercial home construction, NBU requires the Commercial New Home Construction Packet to be completed.
- To set up water service for an irrigation meter at your business, NBU requires the Commercial Irrigation Application Packet to be completed.
- In order to receive services for commercial new construction, NBU requires the Commercial New Construction Application Packet to be completed.
- To obtain a temporary water meter for construction purposes, NBU requires the Fire Hydrant Meter Application Packet to be completed.

Important Supply Chain Update
Global supply chain disruptions resulting from the COVID-19 pandemic and the war in Ukraine have affected NBU’s ability to secure certain materials necessary to support new development projects. These disruptions will continue to delay projects waiting to be scheduled for a construction start date.
In order to help move projects forward, we’ve made a temporary change in our service application process:
- Until the supply chain issue is resolved, development projects will no longer have to wait for NBU electric service to be in place before final acceptance can be issued for water and wastewater infrastructure. Final acceptance of water and wastewater infrastructure will allow for application for water meters, release of construction bonds, commencement of the warranty period, and allow builders the opportunity to apply for a building permit.
- Please note, that this constitutes building at your own risk as supply chain conditions may not improve in the near future and could even worsen. Any delay in receiving electric service should be shared upfront with potential home buyers to help manage expectations as to when a house will be ready for occupancy. The account will remain in a builder’s/developer’s name and cannot be transferred to a homeowner until electric, water, and/or sewer service/meters are in place.
